HomeFirst Services of Santa Clara County is a leading provider of shelter services and housing opportunities to the unhoused and those at risk of homelessness. We serve more than 4,000 adults, veterans, families, and youth each year at several locations, including the year round locations at San Jose and Sunnyvale; the Cold Weather Shelter Programs at Mountain View and Gilroy and the pop-up Overnight Warming Locations that are stood up during the winter months.. With the Emergency Services Director, the Associate Emergency Services Director is responsible for providing oversight to all emergency shelters under the purview of the Shelter Services Unit.  The Associate Emergency Services Director will be responsible for the implementation of processes and training in all shelters, always maintaining the integrity of the program design and contractual requirements.




Project Management, Leadership

• Participates in departmental strategic planning with the Emergency Shelter Services Director, and supports achievement of the identified goals
• Works with the Director in envisioning new program development, as well as developing operational plans for the program areas;
• Responsible for the implementation of processes to support agency policies, contract services and identified deliverables
• Establishing goals and objectives to ensure ongoing performance evaluation and improvement
• Responsible for implementation of operational processes under the supervision of the director
• May support director by researching best practices in regards to compliance, contract reporting and data collection
• May support in the evaluations and analysis of department infrastructure and services
• Provide supervision to Shelter Managers
• Stay abreast of community and emerging trends
• Ensure and support client centered services including a fair and transparent grievance process consistent with HomeFirst values and principles, in keeping with quality assurance and compliance.
• Report regularly to Director and Managers on the status of projects and activities
• Forge internal and external partnerships to support departmental efforts
• Works in conjunction with the agency's Data and Evaluation team to generate regular data reports, as well as contract requirements;
• Assists with personnel recruiting, interviewing, hiring, and termination as needed;
• Ensures program areas assigned are aligned with local CoC efforts;
• Attends non-local meetings and conferences as required by grantors;
• Ensures the timeliness and accuracy of data entry as well as monitors data for quality and compliance;
• Assists director with other duties, as needed.


• Attend all job-related meetings, including staff meetings and agency wide meetings
• Participate in skill development opportunities
• Assist with other duties as assigned




Education and Experience

• Bachelor’s degree in Social Work or related field human services field preferred
• Minimum of 2 year demonstrated success in a management or leadership position
• Proficient in Microsoft Office suite
• Experience developing relationships with community partners and external agencies
• Experience serving the unhoused population preferred
• HMIS experience preferred
