Program Summary:

This Vice President will oversee HomeFirst’s programs, services, and projects within the Permanent Housing

Programs Division. This Division encompasses all programs serving individuals and families who are homeless

or at-risk of homelessness in obtaining immediate housing or maintaining current housing. Programs include

Rapid Rehousing, Permanent Supportive Housing, and Prevention, among others.

Under the guidance of the agency’s Chief Program Officer (CPO), the Vice President of Permanent Housing

(VPPH) will oversee housing placement, stabilization, and housing retention departments with 3-6 Directors

reporting to them. In partnership with the CPO, the VPPH will set the strategy and direction for the Permanent

Housing division. The VPPH is responsible for all aspects of program oversight and implementation within their

Division, ensuring that program, department, and mission goals and metrics are met.

 

Responsibilities:

  •  Works with HomeFirst's CPO to set strategy and direction for division departments and programs as necessary.
  •  Works with the CPO in visioning new program development as well as developing operational plans for program areas.
  •  Participates in Strategic Planning activity with the agency Executive Leadership Team.
  •  Manages multiple program/services contracts ensuring compliance of scope of work and collaborates
  • with contract monitors from funding entities as necessary.
  •  In partnership with CPO and CFO, responsible for the development of the division’s annual budgets.
  •  Monitors budget versus actual expenses throughout the year, ensuring expenses are on track with
  • the budget plan.
  •  Monitors program outputs and outcomes ensuring that program, department, division, and agency
  • goals and metrics are met.
  •  Responsible for the development of program directors under their supervision.
  •  Provide regular supervision and direct reports, as well as conduct team meetings, as necessary.
  •  Responsible for identifying and maintaining national best practices in regard to service delivery for
  • their division.
  •  Work to expand and deepen the agency’s partnerships with local funders and providers.
  •  Participate in local Continuum of Care workgroups and committees to offer input and feedback as it
  • relates to county-wide efforts in homelessness services.
  •  Participate in local, state, and national forums and learning opportunities to deepen the agency’s
  • knowledge in the field.

 

Minimum Qualifications:


Required qualifications:

  •  Bachelor’s degree in Social Services or related field (Bachelor's degree may be substituted by 4 years
  • of management experience, in addition to the requirement below);
  •  Minimum 10 years experience in social services or non-profit sector;
  •  Minimum of 5 years of leadership/management progressive experience managing staff and programs
  • across multiple sites.
  •  Demonstrated initiative and leadership in concept development and program planning.
  •  Proven track record of managing a comprehensive portfolio of program offerings

 

Desired qualifications:

  •  Preferred experience in working with the homeless and a demonstrated understanding of Housing
  • First, as a model to end homelessness.
  •  Demonstrate leadership through a deep understanding of the needs of those that are homeless and
  • provides the vision for the development and growth of the programmatic areas of the agency
  •  A clear understanding of government grants including program and financial requirements
  •  Knowledge of Santa Clara County's Continuum of Care (CoCO) and its plan to end homelessness;
  •  Demonstrated ability to develop and maintain priorities and meet established deadlines;
  •  High level of flexibility and ability to prioritize appropriately;

 

Other:

  •  Able to perform sedentary work;
  •  Able to lift up to 30 lbs. on occasion;
  •  Ability to use keyboard and read computer screens for extended periods;
  •  Able to stand/sit for extended periods, kneel, reach and bend related to the completion of duties;
