HomeFirst is a leading provider of services, shelter, and housing opportunities to the homeless and those at risk of homelessness in Santa Clara County. We serve more than 4,000 adults, veterans, families, and youth each year at seven locations including our Boccardo Reception Center, which is the county’s largest homeless services center. With over 35 years of experience, we’ve learned that everyone has the potential to get housed and stay housed. DUTIES/RESPONSIBILITIES:

The Emergency Shelter Services Director works closely with the Chief Operating Officer in providing direction and oversight for homeless services offered by HomeFirst in shelter settings. Programs and projects are funded primarily through local government agencies. The Director supervises and supports a team leading several shelter-based programs in the department, including large-scale cold weather shelter efforts and the operation of the largest homeless shelter in Santa Clara County. Additionally, the Director plays a significant role in the relationship between local city, county, and corporate supporters of HomeFirst. 

Typical duties include, but are not limited to, the following:

  • Works with HomeFirst's COO and the agency Executive Leadership Team to deliver and monitor strategic plan goals and outcomes;
  • Works with the COO in visioning new program development, as well as developing operational plans for the program areas;
  • Responsible for the implementation and monitoring of services contracts and deliverables identified within the contracts;
  • Responsible for programmatic operations of shelter services, including researching best practices and programmatic upgrades as necessary;
  • Works in conjunction with the COO on the oversight of all budget items related to program areas assigned, as well as the development of a yearly budget;
  • Responsible for maintaining best practices in regards to compliance, contract reporting and data collection of assigned programs and contracts;
  • Works in conjunction with the agency's Data and Evaluation team to generate regular data reports, as well as contract requirements;
  • Recruits, evaluates, and trains program coordinators and managers and assists them in the development of their team and professional growth; 
  • Works closely with assigned team to deliver services as described in program and project contracts and scope of work;
  • Provides regular one to one supervision with team members as well as conducts team meetings;
  • Assists with personnel recruiting, interviewing, hiring, and termination as needed;
  • Works to expand and deepen the agency’s partnerships to ensure the highest level of service possible to those that are homeless;
  • Attends community meetings as needed and represents HomeFirst in a professional manner;
  • Ensures program areas assigned are aligned with local CoC efforts;
  • Attends non-local meetings and conferences as required by grantors;
  • Ensures the timeliness and accuracy of data entry as well as monitors data for quality and compliance;
  • In conjunction with the COO and CFO, coordinates all audit processes as required;
  • In conjunction with the COO and CFO, monitors all grants for compliance and accurate reporting, as well as timely correction of all compliance issues;
  • Assists agency with other duties, as needed.

 

QUALIFICATIONS:

Minimum Education and Experience

  • Bachelor’s degree and relevant experience in non-profit agencies (Bachelor's degree may be substituted by 4 years of management experience);
  • Minimum of 3 years of progressive management experience, overseeing staff and programs across multiple sites;
  • 1 year of experience working in emergency homeless services, management capacity;

Characteristics

  • Demonstrated initiative and leadership in concept development and program planning;
  • Preferred experience in working with the homeless and a demonstrated understanding of “Housing First” as a model to end homelessness;
  • Proven track record of managing a comprehensive portfolio of program offerings;
  • Demonstrates leadership through a deep understanding of the needs of those that are homeless and provides the vision for the development and growth of the programmatic areas of the agency;
  • Clear understanding of government grants, including program and financial requirements;
  • Technologically-adept, preferably including skill in Excel and HMIS;
  • Knowledge of Santa Clara County's Continuum of Care (CoCO) and its plan to end homelessness;

        ·   Ability to quickly build trust and rapport in interpersonal relationships;

        ·   Ability to develop and maintain relationships with community partners and outside agencies;

        ·   Ability to manage multiple projects concurrently and be flexible with priorities;

        ·   Demonstrated ability to develop and maintain priorities and meet established deadlines;

        ·   High level of flexibility and ability to prioritize appropriately;

  • Valid CA Driver’s License and auto insurance;
  • Reliable personal vehicle;
  • Computer-literate- familiar with internet research and proficient with MS Office suite
  • Able to work weekends when necessary
